Hey fellow mages,
Did some research to find the hitcap of mages:
your hit bonus needs to be between 260-300 (some sites mention 267 as a precise bonus)
so the hitrating needs to be 17% at lvl 80
Found gear for before raiding: (all gear can be crafted, found in heroics /normals or quests)

Not that im a mage so feel free to burn me lol but dont forget to factor in spec hit + imp moonfire buff if we have a moonkin or Misery from shadowpriests (if zelmis goes shadow) plus the fact that we have dranaei.
All those things put together really cuts down on the work you have to do to get full hit.

I feel the same with Lock hitcap Nick, with raid buffs it can be capped lower, but I dont like to have to rely on the raid make up to cap my hit...

The way i see it, it's best to keep getting hit gear for your cap, but save others with other stats aswell. This way you can get play around a bit with it with different raid setups and thus maximize your DPS in the long run.
